Sadly no because many people are selfish especially when there is no law enforcing them to help.

Yes and no. People will help others in need once or twice, but not on the daily. Often there must be an incentive to help, such as fundraisers; People are naturally self centered and selfish for their own safety, and the safety and security of their family.
