Both opinions should be considered, but overall this country is based on the idea of popular sovereignty and it would be unwise to deconstruct what our country was built on, as it was build on these core principals for a reason.

By trusted experts because they know the full concepts and know the effects of each decison, most people dont care about it and will vote whatever.
