Yes, in times of rebellion, national emergencies, things of the nature, it is government's job to ensure people are secure, (the phrase from the American Declaration of Independence, "That to secure these rights, Governments are instituted among Men, deriving their just powers from the consent of the governed..."). Granted there are instances when the federal government just doesn't need to be or get involved, and in those circumstances the ensuring of security falls on the state and local governments. However it falls to the federal government whenever local or state government can't, won't, fails to do so, or can be/ or will be overwhelmed, like in cases of pandemics, hurricanes, the like, or when in the 1950's Pres. Eisenhower sending troops to Little Rock (as an example of state and local government refusing and failing to ensure that citizens were secure). Now my brother in-law held an opposite opinion, which was no government shouldn't because basically showing favoritism with regards to business (which I can see), and that to him it appears as if government was intruding on our liberties.
