Yes, but only on certain drugs, such as marijuana which has been proven to be medically beneficial and treat drug abuse as a mental condition which warrants treatment rather than a criminal problem, unless someone committed a violent crime that involved the use and/or selling of drugs, then they should be sent to prison, and should either get treatment for this drug related problem while in jail, or should get the treatment for this drug related problem when they get out of jail, at a rehabilitation center.
