Yes, because medical professionals are literally required to treat anyone and everyone in front of them despite who they are and what they've done, but I believe that AFTER treatment, they should start transitioning to pay taxes and start the process of becoming a citizen if they're planning to stay. Of course, this would be paid in gradual installments to the government, and even if they're not planning on becoming a citizen, they should still stay temporarily to pay off the medical fees, hopefully without interest, or with very little interest.
