Warning civilians to evacuate and then (apparently) bombing evacuees requires an explanation.
The US has responsibilities to guard against facilitating LOAC violations.

Israel’s counter attack has been excessive use of force impacting innocent civilians more than Hamas. While Israel has suffered incredible losses at the hands of Hamas, the escalation of violence in the region will only result in more Israeli and Palestinian deaths. Efforts for peace talks must resume now. The UN and the world should denounce both sides’ use of excessive violence rather than provide arms and weapons to either side.

I mean, asking 1.1M people to evacuate (after having already dropped 6,000 bombs on them) is pretty bad in and of itself, and worth answering to.
