I support providing birth control and sex education, and agree it will lead to lower numbers of abortions, but I disagree that allowing abortion will lead to lower numbers of aboriton.

They are two separate things. It is saying that abortion should be allowed, but also that birth control and sex education will help reduce the number of unwanted pregnancies from occurring in the first place. This way, less abortions will need to occur, but also people who do still want one are able to.
