It is a very complicated topic and it is very similar to pearl harbor or 9/11. Post 9/11 it took nearly a decade to find Bin Laden but there was no bombing them as they did to us. In WWII, we sent an extra bomb back to japan after they killed our citizens just because they did not surrender. It is a complicated question and can only be decided through specific circumstance but hopefully not.
