Violation of the Budapest Memorandum on Security Assurances treaty signed by Russia.
Bilateral treaties are much more flagrant violations than some nonspecific international custom of respecting borders or some UN Security Council imposed resolution.
But the whole concept of international law is political.
If Russia was opposed to the boarders with Ukraine why didn’t they object at the time and explain the history of their claim like Putin did with Tucker Carlson

There's no higher power to appeal to to enforce international law so it's mostly symbolic.
Big countries can't be held accountable to it. Small countries can get run over whether they follow it or not.
